U S Steel Corp will raise semifinished carbon steel by five dollars a ton and semifinished alloy steel by seven dollars a ton with a four percent overall rise. Pilings also increase seven dollars a ton and the new prices take effect January 2, 1969. Industry-wide reaction was uncertain.
The directors of the Winchester Savings and Loan Assn declared a 25 cent per share cash dividend on common stock payable December 31 to stockholders of record December 20 1968. A 5 percent stock dividend was also declared for those on record December 20 1968. Santa visits McCroy's Downtown nightly through Christmas with photos for 99 cents.
CAPE KENNEDY Fla AP The Apollo 8 team began activating the three fuel cells to power the spacecraft for its moon orbit mission. Liquid hydrogen at 423 below zero and liquid oxygen at 297 below are piped into the system to generate electricity and water for the astronauts. The crew Frank Borman James Lovell and William Anders pared training as the countdown to Saturday's 7 51 a m EST liftoff nears. They aim for a 20 hour lunar orbit at Christmas time and to pave the way for future moon landings. Lovell and Anders spent time with their wives who flew in from Houston with Lovell children Barbara James Susan Jeffrey. Valerie Anders joins them today.
FBI reports a kidnapped coed Barbara Jane Mackle payoff money, $500000, recovered from an abandoned car near Biscayne Bay in Miami. A skin diving suit and gear were found with the car, used in the money drop. Authorities sought the fugitives. the Mackle family, based in Coral Gables, remains hopeful for her safety.

Washington AP reports President Johnson and thousands nationwide are in bed with the flu. Johnson, age 60, at Bethesda Naval Hospital with a low grade fever and chest cold, while White House officials say viral tests to identify the strain are ongoing. Vice President Humphrey also recovers in Phoenix.
Buckley-Lages Inc of Winchester submitted the apparent low bid for a project to lay 3,300 feet of 8 inch sewer line and 3,500 feet of 8 inch force main plus a pumping station in the Rt 277 East drainage area east of I 81 near Stephens City. The bid totaled 85 208 35 with 210 days for construction. A second bid from Perry Engineering Co Inc of Winchester came to 93 947 97 with 240 day construction time. The engineer estimated the contract at 80 781 80 and the pumping station adds about 37 000 to either bid. The award awaits detailed bid analysis by engineer John W McNair. A water supply dispute between Winchester and Frederick County was settled with Winchester to execute an agreement.
U S and North Vietnamese envoys meet again in Paris to end a prolonged procedural deadlock stalling the Viet Nam peace conference. No progress reported. Cyrus Vance and Col Ha Van Lao held talks while U S and South Vietnamese officials warn against further concessions as discussions continue.
The U S command reports 222 Americans killed in action and 1 199 wounded this week, up from 192 killed and 1 110 wounded the prior week. South Vietnamese losses run 190 government soldiers killed and 815 wounded, while allied lines show 2 059 enemy killed for the week.
Cambodian leader Prince Norodom Sihanouk announced the release of 11 Americans and a South Vietnamese captured last July plus a river incident helicopter crewman. A Viet Cong spokesman said three U S troops, Thomas Nelson Jones Donald L Smith and James W Brigham, were offered for release. The Australian Embassy in Phnom Penh expected the freed Americans to fly to Bangkok Friday.
