Investigators began a detailed probe into the Baldwin Hills dam break that unleashed a 300 million gallon flood. Losses include 64 homes destroyed, 82 severely damaged, and at least three dead. The city weighs design flaws, earth tremors, and possible insurance implications as residents seek relief.
Debris filled streets as floodwaters from a canyon reservoir swept through Village Green apartments. Residents reported vehicles tumbled, 15 injured, and many homes damaged. Arch Young, 58, was found dead. a man swept from Green was missing before later found. Helicopters aided rescues.
