Winchester adopts annual real estate assessment program
Winchester council narrowly approves a continuous maintenance plan for real estate assessments. City officials say annual reassessment, funded at about 30 000 dollars in 1980 81 and tapering afterward, saves money and keeps data current, while opponents warn of higher taxes and inequities. The measure passed 7 to 6 with all council members present.
