French and Italian delegates are expected to offer more detailed positions when the International Conference resumes Monday after a weekend of discussions. The session aims to advance talks on the major issues confronting the attendees and seek wider agreement among participating nations.
The Tokyo delegation pushed for a single standard for naval tonnage applicable to all nations, widening the scope beyond the initial three. France and Italy opposed the move, and observers noted the limitation as a sign of negotiating limits. Discussions focused on whether dominions like Canada Australia and South Africa fall under the proposed equality.

M. L. Crist, 37, of Timberville, charged with highway robbery in Bristol Tennessee. He was previously fined for drunkenness on November 23, 1934. Justice Department forwarded Bristol record copy after fingerprint check.
Frank Byrd of St. Louis was sent to the grand jury on auto theft charges connected to the alleged theft of a load of lime from M. C. Copenhaver. Byrd, told to fetch lime from Stephens City on July 18, failed to return, later found truck recovered in St. Louis minus a wheel and spare tire. He was held for hearing and the case continued for grand jury action.
Chief C. W. Hollis urged the council to appropriate funds for a new patrol wagon. He said the current automobile, driven 45 000 to 50 000 miles, should be replaced for economy and that the department has lacked a patrol wagon, forcing prisoner transport in the car and even infestation by vermin. He noted the car has carried beer and whisky from raids and stressed a dedicated patrol wagon like those used in Harrisonburg is needed daily. Continued on Page Eight.
A blaze severely damaged the interior of the new eight million dollar post office in Washington. Dozen firemen were overcome by smoke as water flooded corridors and stairs. Fire officials blamed heat from a unprotected 100 watt light amid papers with losses still being estimated.

The Spanish War Veterans Colonel James Carr Baker camp elected a full slate at its first annual meeting with about 35 veterans and visitors present. Officers include Harry T. Cook as commander and James W. Rosenberger as officer of the guard, with trustees named. Visitors from Martinsburg and other towns offered congratulations for 1936 objectives.
Public sale of household goods to be held Saturday December 14 at 1 pm at the home of the late John H Snyder located 2.4 miles north of the city on Martinsburg Pike. Bidders may view prior to sale. Proceeds benefit estate administration.

Twin boys were born to Mrs. George T. Culley at 5.42 a. m. making thirteen children for the family. One infant weighed eleven pounds and the other ten, total weight surpassing the Dionne quintuplets at birth. Seven of the thirteen survive. the first twin birth in 1934 died at birth. Mrs. Culley previously Miss Fa. Two opera divas Lily Pons and others marked Friday the thirteenth with superstitions at a New York gathering.
The Winchester city manager seeks a 1200 salary increase as part of a 6500 budget request for 1936, citing savings of over 6500 annually in the prior ten months. The plan, forwarded to the Finance committee, also calls for 118 more for a bookkeeper 300 for car maintenance and 600 for a new office car. Continued on page six.

Senator T Russell Cather spoke to the Winchester Education Association on Virginia education trends. He said the State Board of Education has not released recommendations yet and could not define their program. He opposed the teachers pension plan and will push school legislation in Richmond after January.

Officials note Virginia election laws require candidates to file expense statements within thirty days of an election. December 5 marked the final filing day for the November 5 vote. None of the defeated Republican candidates in the county filed accounts, and several Democratic candidates for constable and justice of the peace also failed to file.
