Brady Largent is elected to Forney City Council. A ten year franchise for the gas company is approved. City actions include filling board vacancies after deaths, referring a damage claim, and authorizing Christmas decorations. A bid to improve a filling station is rejected until specifications are provided.
The City Council last night elected W Largent to fill the unexpired term created by the death of Pred W Forney. Largent was nominated by W P Anderson with Alan Peery as the only other nomination by R Frank Barr. The secret ballot result was Largent and Peery 3, and the motion by A Lee Cobb made Largent's vote unanimous. The Winchester native is 47, a Presbyterian deacon, Mason, past master of Hiram No 12, past commander of Winchester Commandery No 12, Prince of Dove Royal Arch No 21, and a member of Acca Shrine. He has run a retail grocery here 16 years and 14 years prior in McNeill West Virginia.
The ordinance approved last night imposes a small bicycle license fee and requires riders to prove knowledge of traffic laws. Officials say the measure aims to reduce accidents, as bicycles are unpredictable and inexperience often leads to dangerous situations.
Secretary Jones said a decision on lending Britain finance must wait for President Roosevelt to return to Washington from his Caribbean cruise. He noted no loan could be made without congressional approval under the neutrality act and that the British data was reviewed at Treasury with Morgenthau and others.
Handley School presents a Christmas concert in Handley Auditorium on Sunday December 15 at 3 o clock. Miss Gwendolyn Preece directs the program featuring about 500 students from grades five and six with selections by fourth grade and by the High School Chorus and A Cappella Choir. The concert lasts about one hour and has drawn large audiences in past years.
Lexington Va Dec 11 19 year old Ellis of Ashland Ky was found dead of gun wounds outside Washington and Lee University. Coroner Tompkins ruled a death by gunshot as athletic event cancellation followed the tragedy. Ellis was brother of former W and L athlete Bil Ellis who coached freshmen teams last year.
Members of Winchester Hiram Lodge No. 21 A F and A M elected and installed officers for the year. Wilbur E. Hewitt named Worshipful Master to succeed Brady W Sargent. Other officers include Mifflin B Clowe Senior Warden J Lee Miller Junior Warden Claude M Grim Treasurer C Vernor Eddy Secretary Taylor F Simpson Senior Deacon Douglas O Grimm Junior Deacon Rev R A Whitten Rev Herman J Womeldorf Chaplains Frank H Dorsey Tiler Gus Kaknis Theodore Morris George Taylor Randall Ridgeway Stewards. Past Master Harvey F Carper was installation officer and Past Master Philip Kiompus marshal.
The Northwest lumber industry nears recovery as A F L union members accept a compromise on wage and vacation demands. In Everett seven mills remain closed while the union votes a five cent hourly raise plus a week of vacation pay. An economic expert will survey the Douglas fir industry to establish a sliding pay scale by March 1.
An ordinance prepared by the Police and Traffic committee and the Junior Trade Safety Committee was approved on two readings. It provides bicycle regulation with a possible license at cost, police aid to trace stolen bikes, and rider exams on traffic rules.
Winchester and Frederick County sportsmen plan to attend or send written testimony to the State Game Commission in Richmond. The meeting will consider closing the hunting season due to reports of scarce quail blamed on last winter's severe weather. Some favor a ban, others doubt the scarcity, with proposals like bounty on hawks and opinions on feeding quail.
The Light Committee of the Common Council led by L. C. Hollis approves a plan with Virginia Power installing and maintaining new seasonal lights. The second boxing exhibition promoted by Dr J M Casey of Boyce for the Lloyd Williams American Legion post will be staged tonight at the community building starting at 8 o'clock. Proceeds go to the Legion building fund with 10 fights on the card expected to attract a capacity crowd.
Dr John D Black Harvard economist told the American Farm Bureau Federation that a broad economic bill of rights is needed alongside civil liberties. He proposed rights to jobs, housing, education, nourishment, and equal opportunity for children, funded by access to productive work.
Apple growers in the Win-Se area donated 615 bushels of No 1 Yorks and Staymans to the New York auction for British War Relief. Walker Bond presided, William Beverley was secretary, and a committee was named to reach absentees to raise the total. The railroad plans freight support and Beverley aims to secure storage help.
H. Douglas Fuller, a charter member, will discuss the history of the local Rotary Club at the Daneaes group weekly meeting. Fuller is noted for deep knowledge of the Winchester Club and its members and promises an interesting talk.
Twenty four class A registrants were examined yesterday by Doctors L. M. Allen and B. B. Dutton. Twenty five more were examined today and another 25 are to be completed tomorrow, according to the Draft Board office.

An Apple Club formed at Virginia Tech with 50 members and a Christmas dance planned at the George Washington on December 27.
