France and the Soviet Union issued a joint communique deploring the Viet Nam war as a danger to neighbors and a major obstacle to international peace. They urged U.N. Charter adherence and emphasized disarmament talks and nuclear nonproliferation as essential.
Washington reports the Pentagon anticipated a bloodier Vietnam War with up to 10,000 deaths and five times as many wounded in a worst case. Actual tolls run lower, with 4,639 U.S. military deaths since Jan 1 and 1,436 additional deaths from accidents and noncombat causes through last Saturday.
The Winchester Association of the Blind and the Volunteer Rescue Squad launch their annual Christmas Tree Sale at Ward Plaza parking lot. Officers urge buying early for best selection and keeping trees watered until trimming. The note also mentions early blooms of Bush Honeysuckle and January Jasmine and daffodils two inches high.
Robert C. Harnsberger of Luray was cited for distinguished service to the Shenandoah Valley. He received the Shenandoah Bowl award presented annually by Shenandoah Valley Inc. for outstanding service to the Valley of the Virginians.
A floating mine near Saigon's main bridge exploded after guards fired on a weed camouflaged object in the Saigon River. No casualties or bridge damage reported. later notes described Viet Cong harassment fire. U.S. officials confirmed. The story shifts to Shenandoah Valley tourism honors and SVI awards.
Winchester’s J Thomas Boyd received the colonel’s wings at the 19th annual Police Banquet held at the George Washington Hotel. W Henry Cheadle of Richmond delivered humor and sobering counsel to about 250 officers from Washington D C and Richmond. A $1500 deposit was presented for a vacation after Boyd’s retirement December 31, and Officer Charles Till awarded lifetime Fraternal Order of Police membership. Col Hoover’s letter praised Boyd’s dedication as an inspiration to future officers.
Richmond AP reports a broad area of warm moist air flows over the eastern seaboard. Virginia experiences partly cloudy skies with mild weather continuing.
U S B52 bombers hit Viet Cong bases near Tay Ninh and along Route 85 north east of Saigon in three waves. The strikes target suspected troop areas and a northern Hue area as Dean Rusk arrived in Saigon and warned against halting bombing of North Vietnam.
Construction underway on a 205000 dollar Town and Country Discount Department Store on U S Route 50 opposite the Holiday Inn East. The 1 1/2 acre site will host a 40000 square foot single story fully air conditioned store operated by Town and Country Distributors, the depart ment store division of Lane Bryant Inc. of New York. Crown Construction Co. of Johnstown Pa. leads development with plans for more storerooms to be built and leased to tenants.
At the United Nations diplomats hailed the U.S. Soviet space pact as a major step toward a framework to halt nuclear weapons spread. Johnson declared the treaty blocks on moon bases and weapon placement while preserving free space access. The agreement awaits General Assembly approval and ratification by five states including the Soviet Union, Britain and the United States.
Robert Eugene Cornell, 23, of Winchester, is charged by city and county authorities with arson in three fires including the Dec 1 Virginia Aerosol blaze. He faces additional charges for the Oct 23 unoccupied house fire and the Nov 24 barn fire near Opequon, with bonds set at 5000 and 2000 respectively.
