First Free Schools Underwood Constitution Implemented in Winchester
The 1870 Underwood Constitution required a uniform public free school system by 1876. Prof Archibald Magill Smith organized the new system in Winchester, becoming superintendent for Frederick County and Winchester. In 1871 the system began in Winchester, with 1778 white and 268 Negro school children in 1870 and 285 white 117 Negro in the first enrollment.
