The Dow fell 17.60 points in the first hour after the Federal Reserve rate increase, then rebounded to 935.74 by noon as heavy trading continued. The New York Stock Exchange clocked record hourly volume, with 6.15 million shares traded by noon and 3.94 million in the first hour, while some stocks dropped up to $5 a share.
The Federal Reserve raised rates to 4.5 percent the highest since 1930 and lifted the ceiling on time deposit rates to 5.5 percent, challenging Johnson administration policy. Johnson denounced the move, while bankers and lawmakers split on its impact on inflation, credit costs, and small businesses.
Winchester residents flocked to the city and county treasurer offices to meet the tax deadline, packing the area and creating a crowded scene with only a few stragglers left as closing time approached. The 36 nation African bloc urged swift military action and seizure of Kariba Dam, but a government source says no ground forces will be sent and no agreement is possible for the time being. Wilson vows to end the rebellion without bloodshed if possible through negotiation.
Paris report says President Charles de Gaulle offered no comment after voters delivered a first round rebuff with 84.9 percent turnout and 43.96 percent for De Gaulle. The result forces a December 19 runoff against Francois Mitterrand as supporters insist he remains a fighter. Polls show De Gaulle carried less than 50 percent in many departments, with Mitterrand at 32.04 percent and other candidates filling the rest in the metropolitan France tally of 24 million ballots.
The Downtown Development Committee moves to construct protective roofs over the alley between Solenberger Hardware and the Eleanor Shop and over the passage between McCrorys and Silco on Loudoun Street. Architect Hubert Stratton favors both covers with daytime natural light and strong nighttime lighting.
Clarke County supervisors hear Col. Hugh Everett budget a central alarm system to link fire, police, and Rescue Squad via jail space for radio and telephone gear. Remodeling costs and operator salaries are planned as dialing replaces local operators by February.
A chilly high pressure system moves into Virginia bringing cool temperatures and northwesterly winds. The Shenandoah Valley forecas ts fair windy and colder tonight with lows near 20 degrees. Tuesday may be mostly sunny with highs in the low 40s and a warmer Wednesday follows.
President Johnson was briefed on a 95 page Federal Power Commission report detailing how the November outage that darkened 30 million people across the United States and Canada might have been prevented. The report cites a Niagara Beck plant relay setting and Edison Co actions as key factors.
U S infantrymen fought waves of Communist attacks 40 miles northwest of Saigon with air support from jets. Casualties were described as heavy by Saigon spokesmen. Reports said Communist dead up to 200, with 40 to 50 bodies recovered. Near Quang Ngai City another clash left Viet Cong with as many as 200 dead. A Marine amphibious force swept a Communist stronghold 260 miles northeast of Saigon, with 14 Viet Cong killed and eleven more by fire from destroyers and planes. A U S advisory team, four men to a party, suffered two killed and two wounded. A relief column suffered moderate casualties aiding militia in villages.
