Legislature Approves Tuition Grant Reform and Election Shifts
The legislature backed a package of eight bills to purge racial taint from the tuition grant program and shifted eight House and three Senate seats from rural areas to urban North and Tidewater. An emergency clause was dropped after a preliminary vote count showed doubt. The bills take effect 90 days after the constructive session on Dec 12 when officers sign them. Attorney General sought the emergency clause to defend the program in a Dec 12 court challenge. Harrison urged lawmakers to reconcile constituent interests while addressing court objections to current apportionment.
