Commission Proposal Would End Virginia Tax Exemption
The Revenue Resources and Economic Commission backed options to end the Virginia dividend tax exemption and impose capital gains taxes, potentially raising up to 20 million dollars annually. If enacted, dividends from Virginia corporations could be taxed and long term gains taxed at higher rates, with projections of 3 to 5 million and up to 15 million in yearly revenue respectively. The panel narrowly approved the dividend and gains plan 5 to 4, and also rejected removing retirement income tax exemptions or abolishing license taxes on several professions. They extended the local gross receipts tax moratorium one year and promised more revenue options if a future deficit arises.
