European money markets reopen with light turnover and cautious trading as the dollar shows mixed strength. Rates: London 2.4375. Frankfurt 3.4250 marks. Paris around 5.5275 francs. Brussels 48.875 francs. Zurich 3.995 francs. Tokyo quiet as European uncertainty prevails.
South Vietnam faces its gravest crisis since 1966 as Vice President Ky refuses to run in the Oct. 3 election. He proposes resignations with Thieu to trigger a new vote, while the U.S. regrets the move and Hanoi denounces Nixon influence. Ky remains on the ballot per law despite his stance.
Winchester School Supt. Jacob L. Johnson announces major changes for the upcoming school year. Enrollment will rise about 1200 with 472 students from Frederick County to be tuitioned in. New Dowell J. Howard Vocational School opens for about 250 pupils and a remedial reading program launches. A quarter system may be considered for language arts and a new American culture course with team teaching. Open space design planned for a new elementary school and a new reading program with measurable behavioral objectives will be adopted. The district is one of four in the state to pilot new drug education materials. School opens Monday Aug. 30 for 1971-72.
The Star publishes Winchester schedules on page 9. Frederick County schedules start tomorrow and run through Friday. Schedules may be clipped for future reference.
South Vietnamese Vice President Nguyen Cao Ky announces he will not run in the October election at a Saigon press conference. Ky had been reinstated after Gen. Duong Van Minh withdrew, and he proposed that he and President Thieu resign and hold new elections in 90 days.
Aides report President Nixon made important economic decisions by telephone to Secretary Connally as he stayed at the Western White House in San Clemente. He plans two weeks of reading and meetings with Kissinger, with no public schedule, ahead of Alaska talks and a potential visit to Peking.
Draft boards to start calling men with numbers 1 through 50 for physical and mental exams on Sept. 1 as Induction centers pause while Congress considers the draft extension. Tarr cites plans to induct after a possible Oct 1 bill passage but notes uncertainty over callup numbers and political hurdles.
The Big Four ambassadors finished a draft deal on Berlin and will seek approval from their governments. U S Ambassador Kenneth Rush said the draft aims to improve Berlin’s situation. The plan covers access to West Berlin, passage through the Wall, a conditional West German presence in West Berlin, and German representation abroad plus Soviet consular presence in West Berlin.
