Federal ruling limits removal of children without court hearing
A federal judge ruled that in alleged abuse and neglect cases a child cannot be taken from parents without a court hearing unless there is an imminent threat to the child. The ruling was issued in a class action suit for a 7 day old infant taken by Richmond Welfare. The department was ordered to return the child and charges against the parents were dismissed.
