Virginia Board Approves 1.9 Billion Public Education Budget
The State Board of Education approved a two year budget of 1.9 billion for Virginia public schools for 1978 80. The sum is about 20 higher than the previous biennium due largely to inflation and hinges on General Assembly approval. The plan allocates 1.68 billion from state taxes and 274.7 million from federal funds with 826.8 million designated for localities to meet per pupil expenditures. The proposal targets 54 instructional staff per 1000 students but only 48 positions funded under the basic school aid formula, drawing protests over how teaching costs are funded and whether special and vocational education should be included in the formula.
