The Governor's Conference on Education stirred strong support for public education in Virginia. State officials say the State Board of Education must now persuade Gov. Godwin, budget advisers and the General Assembly to approve the $600 million funding plan.
The National Farmers Organization adopts a plan to hold three to four day milk actions and regional livestock boycotts while seeking price boosts of corn to 1.50 a bushel soybeans to 3 a bushel and wheat to 2 a bushel. NFO president Oren Lee Staley says a total all commodity hold action could shut down the agricultural plant of America.
The House approved a bill making it a federal crime to inter fere with or injure people exercising civil rights including voting and public accommodations. Police and firemen in riot areas gain protection. penalties range from fines to life imprisonment for death or serious injury. Senate opposition and possible filibuster threaten fate in the upper chamber.

The Frederick County Board of Supervisors will hold a special meeting Sept. 5 at 7 30 p m in the supervisors room of the county office building to determine a course of action in the annexation suit filed Aug. 8 by Winchester. Kuykendall and Thornton, named as attorneys, will be present. The governor says he will enforce the law for all regardless of race. At New Orleans Airport, Ball Brown faced questions about conforming to state law. State troopers assisted as whites attacked Negroes, then retreated when police contained the clash.
Saigon reports American combat deaths 82 and 748 wounded last week, the lowest since January. Meanwhile 1,043 Communist troops killed in week, with scattered small skirmishes near Tam Ky and air strikes limited by weather across North Vietnam.
In Detroit one of two white patrolmen charged with first degree murder over the Algiers Motel killings was bound over for trial. Patrolman Ronald August must face trial for the death of Aubrey Pollard while Patrolman Robert Paille, charged in Fred Temple’s death, was released. The case centers on the July 26 morning shootings of three black youths as Carl Cooper’s death remains under investigation.
House leaders forge a bipartisan agreement to pass a Social Security bill boosting benefits and taxes. The plan would raise average retired couple benefits from 145 to 164 dollars monthly and expand the range for singles. Tax increases are linked to earnings, while the bill also loosens earnings limits for recipients and extends benefits to widows. The measure faces Senate review and possible changes in conference.
The Winchester Junior Chamber of Commerce will run a three evening community attitude survey next week from 5 30 to 9 00 pm contacting about 1050 homes to learn residents views on parking services education health welfare and employment. Citizens remain anonymous and will not sign forms as results are compiled by Monroe Business College. The project headquarters will be at 32 East Piccadilly Street and the 1966 state highway survey underpins the statistics.
