Virginia considers beer legalization in special session

Virginia legislators introduced a beer legalization bill in the Aug 11 special session setting a 3.2 percent limit and state taxes. House and Senate sponsors plan to push excise duties down and reserve license rates for manufacturers bottlers wholesalers and retailers. A separate proposal seeks a referendum to choose between state prohibition and liquor control, with control legislation deferred to the January regular session if repeal passes. The debate splits on immediate control versus deferred action and whether to hold a referendum on prohibition.

Couzens Says Hoover Asked Public Loan Statement

Senator James Couzens testified before the Detroit bank investigating jury that he was asked by President Hoover during the last campaign to issue a public statement approving a ninety million dollar loan to the Chicago Bank led by Charles G. Dawes. He said he would comply only if advised by the attorney general to avoid legal violation. He added a formal approval was not issued though he supported the Dawes loan. Mills later contrasted Hoover and Roosevelt treasury policies before the same jury, noting Ford refused aid unless control was guaranteed and describing a shift from lenient to value-based policy.
