A proposal to create the office of Police Commissioner with the mayor as acting commissioner will be discussed in a special council session. The plan assigns police oversight to the commissioner, outlines appointment and removal rules for the Chief of Police, and requires council confirmation of the chief by majority vote.
A resident asks if the Skunk Survey covers all affected areas and urges officials to act to curb the nuisance. She notes skunks near the garage, cellar, and various parts of town, calling for measures to keep the state free of nuisances and comparing the issue to past local problems.

A lost and found notice describes a missing envelope from the vicinity of Republic Filling Station at the corner of Water and Amherst streets and 326 Amherst Street. It contained one five dollar bill four one dollar notes and seventy five cents in silver. A reward is offered at 326 Amherst Street. Also advertised are colorful cellophane straws and Pure Food Store items price labeled.
Harriet Adams of Gainesboro 4-H and Nelson Carpenter of Round Hill 4-H travel to James town for a state wildlife conservation camp from August 16 to 21. They earned scholarships for free registration after county selection by Miss Elizabeth Farrar and I. Fred Stine. State Boys' Club Agent Gordon A. Elcan notes the camp will be limited this year.
Postmaster General James A Farley announced the Post Office Department crushed a large mail fraud scheme linked to the mythical Baker or Becker estates. The fraud misled victims across the United States and abroad, netting about one million dollars. Twenty four defendants were tried and convicted as postal inspectors pursued the case centered in Philadelphia Pennsylvania.
Bel Air Maryland August 16 two Harford county state's attorney D Paul McNabb said two doctors Dr J Howard Malder and Dr Charles Richpe informed him that Dr Martin Greenhut died within hours after his conviction for statutory rape from poison The doctors wrote there is no doubt in our minds that the death was due to taking a poison A coroner s jury considering the case would reconvene to render a verdict tomorrow
In Fairbanks Alaska Aug 16 crowds cheered as Soviet envoy A Vartanian led a search plane toward Fairbanks to locate pilot Sigismund Levaneffsky and four companions after their 4000 mile Moscow to Fairbanks flight went missing. Jimmie Mattern joined the hunt arriving from Oakland and planned a Arctic patrol to seek clues while signals from Irkutsk suggested a weak transmitter from the missing craft.
Franco-Spanish forces push into the northern city of Revison in a fierce battle with retreating government troops. Insurgent reports say house to house fighting preceded a breakthrough toward Reinosa as Franco aims for Santander Port. Captures were reported in their advancing move from Revison.
Chicago police chief orders an intensive search for a brick-wielding Black man who attacked and raped a 25 year old woman in a loop hotel room. The ninth such assault in two years prompts extraordinary steps to end the crime. Victim Virginia Austin, an former artist, described a man entering via a roof access and fire escapes.
Butler's Packing House seeks damsons in good firm condition paying 75 cents per bit. Deliveries accepted only on Saturday August 21. Local pickup and handling arranged at the packing house location.
Washington reports the House appropriations committee recommended postponing the start of the farm tenancy program for a year. The Agriculture Department’s $20 million request to inaugurate the program was not included in the third deficiency bill. The panel cited lack of maturity in administration plans and budgetary reasons, proposing further consideration in the next session. Distribution figures show Texas about $920,000. Mississippi $643,143. Georgia $6637,540. plus additional allocations for Delaware, Maryland, Virginia, and West Virginia.
Scouts finish the Winchester camp session with a 3 PM religious service and 4 water carnival. The program began with a flag pole march to the camp fire circle, the Scout oath, Work Song, prayer by Rev. C W Caulkins, and a scripture reading. Rev Caulkins gave a short talk from Old Testament writings.
The remains of J D Brown age 65 who died Saturday in Mechanicsburg Pennsylvania will be interred in the cemetery at Little Chapel Millwood Clarke County at 1130 tomorrow morning He is survived by his widow Mrs Janie Brown and one daughter Mrs Ethel Carter both residents of this city He had been in ill health about two years.
The Senate judiciary committee approved Senator Black for the Supreme Court in a sharp session. White challenged Black’s constitutional eligibility on the floor, while Burke and Dieterich clashed over a proposed questioning of Black. The panel’s 13 to 4 vote followed a defeated delay motion, with personal barbs and a dispute over alleged besmirching of Black in the press.
Frederick county officers will patrol highways starting tomorrow to remove vehicles with defective lights. Drivers found with one working light face summons unless equipped with an extra bulb kit as required by law. Officer Bayliss will work 12 noon to midnight to cover after dark hours.
Mrs George Semples received back injuries yesterday when the automobile of John Semples wrecked on Route 50 near the Double S curves. Semples said brakes failed and he steered off the highway to avoid approaching cars. She was taken to Winchester by ambulance, X rayed at Memorial hospital, found to have minor injuries, and returned home. others in the car were unharmed.
An 18 year old girl, Harriet Poole of Baltimore, plunged 180 feet from the top of the Washington Monument. She was conscious when found and died two hours later at a hospital. A pocketbook with a note declared the act legitimate and voluntary.
Aboard the first tender evacuating American refugees from Shanghai August 16 in a tense scene as seven Chinese planes fly overhead and bombs and anti aircraft fire rattle the ship. Passengers including women and children crowd below decks while U S sailors direct evacuation to safety aboard the President Grant.
Plans for Robert Y. Conrad Post American Legion to attend Virginia state convention in Danville August 22 to 25. Hopeful delegates include Howard Solenberger John Fosbrink Ed Goss and E C Parker with Commander Wendell Goode possibly attending. Convention programs feature a free golf tournament at Danville Golf Club free swimming at Luna Lake and a 2,500 pound fish fry among other events.
Private David H. Clevenger Jr. of Company I 116th Infantry Virginia National Guard is slowly improving after a leg gash from target pulling at the Quantico Marine Corps rifle range. Nine stitches were needed and he may stay in base hospital about a month. He is 19, son of Mrs. Ethel O Leary, long from this city, now remarried.
