A late afternoon storm dropped .82 inches of rain in Winchester causing street flooding and a lightning strike that set a barn at Cross Junction ablaze. Meteorologist Harold Springer says the region remains in a severe drought with Winchester 8.24 inches below normal for the three months to July 31, and even ten inches would barely saturate the top three feet of soil.
