Mayor Elect William M. Bat taile and five newly elected council members along with a re-elected incumbent took their oaths of office last night. Mayor Claude B. Smalts Jr presided over his final council session and thanked the citizens for their support.
Ordinance Committee chair Ralph Hardy said a specific recommendation on a cable franchise for Durfee's TV Cable Co. is expected at the next meeting. William Erickson of Parkersburg seeks authorization to serve Winchester with Washington Baltimore and Richmond stations and local events, with pay TV barred.
The report notes Peking accusing the Soviet Union of overcaution in denouncing U S reprisals against North Vietnam. Maxwell Taylor says the U S has adequate military resources to repel any Communist attack and won’t pull jets from South Vietnam. Johnson signs a law granting a 20.7 million pay raise for most servicemen, excluding draftees and lowest ranks.
Turkish jet planes conducted low air reconnaissance over northwest Cyprus shortly after the U N Security Council urged an end to flights. Greek Cypriots and Greeks protested outside the U S Embassy in Nicosia demanding Americans and Britons leave. Ankara said jets were ordered to photograph only, not strike, and Greece accused Turkey of overflying Crete and Rhodes with threats of action.

George D. Jackson, longtime minister of the First Presbyterian Church, will resign effective Sept. 21 to accept a call from the First Presbyterian Church of Danville. During his 12 years here the church grew in size staff and programs as a new building costing over $600 000 was completed last year.
In South Viet Nam a major helicopter assault against 3000 Viet Cong was flown by nearly 1000 Vietnamese troops and US helicopter crews. Lt. Sprattee Teoreminens Gan was killed at the controls, and Maj. Ralph Irvin’s helicopter was badly damaged. The operation faced fog delays and heavy fire as Viet Cong anti aircraft batteries pounded the sky. Government reports claimed 42 Viet Cong killed in the Mekong Delta and 16 government troops dead. eight Vietnamese soldiers were captured at another outpost near Go Cong.
