Officials say many more men are returning to work and condition has improved. A large wartime surplus was built up but created a great deficit. private management is argued as best. Garretson criticizes the Plum plan for tri partite road control as demolishing capital accounts and warns future generations would suffer under Congress plans.
Reports indicate most regions except Chicago Boston and Atlanta improved as Norfolk and Southern and Louisville and Nashville lines saw shop workers back. Seaboard Air Line workers obeyed President Wilson and 1000 Baltimore B&O shop employees returned. Cleveland Columbus near normal. Chicago area still about 28000 out. embargo lifted for Ohio-bound perishable freight. In Cleveland local chairmen of the Brotherhood of Locomotive Firemen and Engineers meet to draft a new wage scale for over 100000 members amid wage demands and potential actions.

George B. Hevener, secretary of the C. B. Kenny Company, denied ordering excessive sugar sales in a Wheeling report. Agent John B. Wilson said federal prosecution would be recommended. Local manager R. K. Gardner testified Hevener directed a $1.20 per 100 pounds price, higher than the $9.61 wholesale limit.
A junior Red Cross drive will be held Friday night August 15 on the Paxtons Chapel school lawn with music by the Winchester Mandolin Club. If weather delays, the event moves to Saturday. Funds are for immediate Red Cross use and liberal patronage is sought.

The War Camp Community Service invites former soldiers sailors and marines of the county and their relatives to a Thursday night dance in Ross Hall. Dancing starts at 9 oclock and lasts until about midnight with music and features provided free of charge.
A carload of middlings has arrived at Shryock and Co. The shipment includes bulk quantities ready for processing at the mill, signaling stock movement and inventory update for the firm.
In New York on Aug 12 the morning session showed a cautious mood. Short covering aided modest rallies of one to two points in steels motors specialities and some leather and tobacco shares while American Sugar rose about three points and American Telephone fell. The White Hall Home Demonstration Club will hold an all day meeting at Mrs. Walter Adams home on Thursday August 14. Miss Dinwiddie from the State College of Agriculture extension force will demonstrate canning in the morning and school undies in the afternoon. The event invites all women in White Hall and Grimes to attend both sessions.
The Winchester Home Demonstration Club holds a 10 o clock meeting at the friends Annex with Miss Dinwiddie from the State College of Agriculture showing canning. An afternoon lecture on School Lunches will follow and attendees are urged to bring paper and pencil.

The Sunday school of the United Brethren Church will picnic at Rouss Spring next Saturday afternoon August 16. Members meet at North Braddock street church at 1 30 p m and will travel to the grounds by automobile. The school plans to have the entire group attend.
A large crowd attended the sale of the McCormick estate in Berryville led by special commissioner Province McCormick. Two tracts were withdrawn for reoffer on Aug 23, one west of Berryville at 140 per acre, the other east of the Norfolk and Western Railway at 151 per acre. Homes sold to Horace Smithy for 12,200 and E L Fries for 1,250. Additional tracts drew bids of 210 per acre and more, with other commissioners named.

The ninth annual Sunday school convention for Opequon district met at Salem Church of the Brethren in Va on August 7. A large crowd heard speeches recitations and music. The district includes seventeen Sunday schools with 1404 enrolled plus 120 cradle roll and 82 home department totaling 606. Ten organized classes ten evergreen schools and 13 in teacher training were noted. A collection of 21 dollars and 55 cents was taken.
A marriage license was issued to Carroll D. Grim and Vernie A. Hawkins. Grim is a painter by trade and works at the Empire Theater, son of Jackson Grim. Hawkins is the daughter of W. M. Hawkins.

A fire alarm sounded at 11.15 last night as a shed behind Mr. James Lowery on South Market Street burned. The blaze, started from an outside source, was extinguished with chemicals and caused only trifling damage. No nearby fires and the shed sits close to The Evening Star building.
