A 43 year old man John Robert Stewart climbed the KTLA tower on Sunset Boulevard and became trapped in the station letters. Fire crews used a ladder to reach him and police booked him for prowling after the rescue. His estranged wife Janet failed to coax him down during a more than hour long standoff.
A presidential panel urged increasing Negro National Guard enlistment to improve riot response, drawing mixed Capitol Hill and Pentagon reactions. Sen. Harris defended the plan as boosting effectiveness, while Sen. Thurmond derided it as racial recruitment. Guard officials noted recruitment challenges and preexisting integration since 1947.
The National Communicable Disease Center reports serious flu outbreaks likely this winter. Last winter was mild, leaving more people susceptible, especially in the Eastern states after reduced A2 influenza exposure in 1966-67.
Winchester served notice to move for annexation of 5.9 square miles in Frederick County. The action follows council approval of an annexation ordinance and targets land west and south of the city. County officials received copies. a three judge panel will hear the case.

An 86 year old farm worker, James Oscar Hasler of Harrisonburg, was gored and trampled to death by a Guernsey bull on the Paul Burkholder farm near Harrisonburg as he tended livestock. The bull broke its tether, the body found about 7:30 p.m., Hasler weighing about 100 pounds. He had worked on the farm about 10 years. Cause of death cited as abdominal puncture, broken ribs, ruptured liver. The incident occurred three miles east of the city. Hasler pronounced dead at Rockingham County Memorial Hospital.

Senator Byrd pushes a new amendment to deny Export-Import Bank financing to non Communist nations that trade with North Vietnam, potentially blocking Fiat Italy's loan for a Soviet auto plant. U S war planes struck near Hanoi center today and four direct hits knocked out the Doumer highway and railroad bridge linking Hanoi to rail lines into China. The raid involved F105 Thunder chief and F4C Phantom pilots and targeted a vital Red River bridge used in Ha Noi Haiphong traffic.
