The Senate considers the housing provisions amid tense protests, while Chicago plans a postponed march and the ACLU seeks court action to limit public housing in Negro neighborhoods.
A Cuyahoga County grand jury report links black nationalists and Communist youth leaders to inciting the Hough area riot on July 18. It cites organized, trained factions aided by violent extremists, notes four deaths, $500,000 in damage, and 2000 Ohio National Guardsmen deployed for 12 days. Lewis G. Robinson of JFK House is named a principal figure in the chain.
Negotiators for striking mechanics and five grounded airlines reached a plan to settle the dispute by voluntary arbitration to avoid Congressional legislation. The vote of union members will be needed before arbitration. President P L Siemiller said the process would take about three and a half days. Carrier side spokesman William J Curtain supported the idea in principle as the committee moved toward back to work legislation after a Tuesday night negotiating effort failed.

A official report shows .33 inch of rain in the past 24 hours with heavy deluge in western and northern parts of the county. Star Tannery logged two inches and White Hall one inch as Winchester’s July total rose to .51 inch, far from the 3.83 inch monthly average. More showers are forecast for the coming week.

South Viet Nam Premier Nguyen Cao Ky told the Los Angeles Times he is willing to negotiate an end to the war with Hanoi under favorable conditions. He said talks would hinge on a compromise, a withdrawal of North Vietnamese agents from the south, and that Hanoi would have to decide to talk, not just continue aggression. He doubted Hanoi would accept negotiations now, noting Ho Chi Minh's likely stance.
Vatican announces the Rt. Rev. Msgr. J. Louis Flaherty pastor of St. Andrew's Roanoke named auxiliary bishop of Richmond with titular See of Tabuda. He will assist Bishop John J. Russell, is 56 and former Army chaplain who served in Africa and Italy.
Maj James H. Kasler described as the Air Force’s top Viet Nam pilot was shot down 70 miles northwest of Hanoi after his F105 Thunderchief was disabled. He parachuted to safety but rescue efforts failed and he was presumed captured. Kasler had a long combat record including 80 missions in North Viet Nam and earlier service as a WWII tailgunner and Korea ace.
U S Marines battled Viet Cong five miles west of Tam Ky as heavy fighting continued through night. Reported enemy losses reached 140 with light Marine casualties. In Mekong Delta a village strike by U S jets killed 15 Vietnamese and wounded 182. Korean Tiger Division fought a North Vietnamese battalion near Pleiku, decimating about 600 enemy troops and seizing 78 weapons before reinforcements and U S air support forced a retreat.
The City Council approved a new standing committee alignment to spread workload. Mayor Battaile called a special meeting for Sept 1 at 4 p.m. to organize new members and adopt the list of committees including new Utilities Transportation Education Parks Fire Health Public Improvement Municipal Buildings and revised Health and Welfare and Ordinance panels.
