The plan would let the President transfer up to two percent of nondefense spending to grants for states communities and nonprofits to ease urban tensions and foster growth. Priority areas include jobs housing and law enforcement with an emphasis on private industry and civic groups working with existing programs.
The partially clothed body of 12 year old Connie Rae Cars was found in a swamp near her home in Girard Pennsylvania. Deputy Coroner Leo Weir said she was murdered and the body lay face down in shallow water covered with leaves. State police questioned a search volunteer. Over 200 volunteers with aircraft and dogs scoured the area as authorities mourn another Erie County child death.
