Sniper fire shattered a Milwaukee curfew while Providence Rhode Island police battled roving bands in running gun battles. The widespread violence contrasted with a generally calm national scene as Washington remained quiet after the prior day’s disturbances.
In Detroit Cyrus Vance said law and order was restored and all U S troops would leave the city. Across the nation curfews, sniper fire and anti riot debates continued as police and National Guardsmen contained outbreaks in Providence Milwaukee Wyandanch Long Island and Washington. Two young Negroes were shot in Providence and about 57 people were detained.
In August the rainfall near Winchester Fruit Laboratory was 2.90 inches below average while July total reached 4.10 inches, far above last year’s .73. Seven month total for 1967 hits 19.05 inches versus a 54-year average of 21.95 and last year’s 16.54 inches.
Atty. Gen. Ramsey Clark said federal troops were ready hours before Michigan Gov. George Romney asked for help to quell Detroit rioting. Romney says he requested troops before 3 a.m. but Clark cites a 10:46 a.m. telegram as the formal written request.
Two people died and a third is in critical condition after a one car accident on Rt 723 north of Rt 50 in Frederick County. Dorothy Peyton 16 of Boyce and Edward Peyton 19 died at Winchester Memorial Hospital while Rolla Jackson 40 remained in critical condition after surgery. Nanny Harris 21 was treated for head and chest injuries and a possible shoulder fracture. State Police say the northbound car left the road, struck a bridge abutment, and two were ejected.
Frederick County School Board outlines construction for a new Stephens City junior high costing about 1.5 million dollars. Hubert Stratton named local architect to draft plans with opening target September 1969. Financing may come from the Virginia Supplementary Retirement System and State Literary Fund.
The House committee narrows retiree benefits and reduces tax hikes. The proposed 15 percent retiree rise drops toward 12 percent, minimum payments rise to 50 dollars instead of 70, and extensions to younger disabled recipients are shelved. The wage base rises to 7600 with a 334.40 maximum tax, up 44 from this year. The plan remains subject to revision before committee vote.
Jordanian military communique from Amman reports ongoing firefight across the Jordan River for a second day. Exchange lasted about one hour with a five minute pause, resumed with both sides suffering Israeli losses in men and vehicles while Jordanian casualties are listed as none.
AP SAIGON reports three more American planes lost in combat as ground fighting pauses in Coronado II. Two aircraft fell in North Vietnam, one in South Vietnam, totaling 825 U S warplanes lost. Navy and Air Force missions hit targets near Hanoi and Hai Phong, with casualties and ship damage noted.
Defense plans to reactivate the 45,000 ton New Jersey to substitute for about 50 aircraft daily, with 16 inch shells and 5 inch guns to bombard bridges highways dumps and defenses along North Vietnam. Admiral Moorer says it complements air strikes, not replaces them, as the ship deploys to the Gulf of Tonkin after shakedown.
The Quakers offered a nine day cease-fire formula to halt all military actions on a cease fire unless fired upon and urged reconvening the Geneva Conference. They called for North and South Vietnam and the United States to halt operations and for Viet Cong representation at talks. The group urged withdrawal of support for the war and international inspection to restart negotiations.
Louis Melendez 18-year-old Puerto Rico native deserted basic training twice to fight in Vietnam. He was wounded from shrapnel on his second front tour and treated at Walter Reed. Army officials say punishment is unlikely, citing his intent to serve and unique wartime circumstances.
Seventy men searched Short Hill Mountain near Hillsboro for elderly man Iley Heskett 87 missing since 4 p.m. Tuesday from his sister’s home. Rescue squads and fire departments from Purcellville Hamilton and local residents aided. Sheriff Robert Legard directed with police dogs from Haymarket camp used.
