President Nixon proposed a grant consolidation act to simplify federal aid programs. The plan would allow consolidation under a single agency with 60 days for congressional veto and aim to reduce overlapping and confusion in grants to states and localities.
President Nixon announced a nationwide effort to enlist volunteers to tackle urban poverty and support communities. He plans a $1 million push, a Cabinet Committee on Voluntary Action chaired by Secretary George Romney, and a clearinghouse to match volunteers with needs nationwide.

Armed protesters at Voorhees College in Denmark DC seized two buildings. National Guardsmen moved in and 25 people were arrested for riot and unlawful assembly. Bond ranged from 1,500 to 3,500 dollars.
Harold Patton, head of seating for the Apple Blossom Festival, announced best ever advance sales this morning. He reports booming demand for tickets to the pageant, stag luncheon, sports breakfast, parades and other festival activities.
Two thirds of the coronation seats for the event at Handley bowl have sold. About 2 000 local residents purchased tickets for the pageant and ceremony. Queen Shenandoah XLII Miss Nancy Hardin will be crowned by Senator Robert Byrd with various dignitaries, escorts, maids, and pages taking part, as ROTC buglers announce the royal entry.
Firemen's Parade billed as the largest in the world will march tomorrow night through the Apple Capital with Charlie Louw vin as marshal. 216 units including 48 bands and 65 fire-fighting pieces will roll for about two and a half hours, ending with a Ward's Plaza fireworks show at 9 30 p m.
The Firemen's Parade forms about 4 30 p m on Cameron Street and nearby streets. It moves at 6 p m turning west onto Piccadilly Street then to Loudoun Germain Stewart Handley Braddock Valley Gerrard. It disbands at Gerrard and Loudoun.
Country star Charlie Louvin says he is honored to be at the event and eager to meet Ed McMahon and the Queen. He notes no prior experience as a marshal and looks forward to participating and greeting attendees.
Israeli commando units penetrated 120 miles into southern Egypt and damaged the Naj Hamadi dam and a bridge while cutting two high tension power lines to Cairo. Egypt disputed the claims noting no power shortage. A heavy artillery exchange occurred along the Suez Canal during the raid, which targeted the Isna Naj Hamadi area and the Idfu bridge.
The Handley High School stage hosts the Apple Blossom Festival Pageant with over 1600 participants mainly students. Narrated by Donald Niemann the production depicts yearly holidays in scenes including Lunar Holiday and St Patrick’s Day with groups from several West Virginia and Maryland schools.
Nancy Hardin, Queen-elect Shenandoah 42d, dazzles as she arrives at Court Field and the Byrd home. A KU senior with leadership roles, she attends a royal luncheon and prepares for coronation rehearsal amid favorable weather and civic duties with Maids of Honor Katherine Scully and chaperone Fred Glaize III.
