The Appalachian Electric and Power Company asked Virginia's State Corporation Commission to authorize extensions of 700 miles of transmission lines from Lynchburg to Richmond and into the Shenandoah Valley toward Winchester. The company also sought permission to move its main office from Richmond to Roanoke. The northern reach would pass Greene, Madison, Augusta, Rockingham, Page, Shenandoah, Warren and Frederick counties.
