The U S Circuit Court of Appeals ruled unconstitutional both the unemployment insurance tax and the old age assistance provisions of the Social Security Act. Two of three judges held the provisions illegal after challenge by George P. Davis. The court said Congress must meet constitutional powers as defined by the Supreme Court and implied amendment if needed.

Front Royal Liquor Case Trials Result in Fines and Bonds

Five defendants faced 23 Virginia ABC law charges in Front Royal. They were fined 1,150 dollars and costs totaling 253, with 60 day jail terms and 500 dollar bonds to keep the buildings free of further violations for a year. Two sentences were suspended. The raid yielded 222 bottles and the building owners were warned of padlocking if violations recur. The raid was one of the largest in years.
