Winchester City Moves to Count Population in Special Meeting
A special meeting led by Henry approves a city census to estimate Winchester’s population higher than federal counts. L. R. Dettra to direct, Persell D. Plank to oversee weights, measures, and the local Caesar for the effort. Officials aim to capture every resident’s name, address, and age, with a census list to be compiled citywide. The measure notes federal counts every ten years, five years to the next, and seeks accuracy ahead of school census results. Council discusses police armament, considering three revolvers for on duty officers and weapons for off duty officers, with cost at 40 dollars each and $120 saved by restricting weapons. Apple Festival funds receive $100 for expenses, as approved by Council. The item closes with continuation noted on Page Two.
