A utility consumers tax was proposed for Winchester by the City Council. The plan would take a percentage of the consumer bill for electricity, telephone service and natural gas, but no rate or effective date is set. It was among six proposed ordinances, four on finances, presented at the meeting.
A Frederick County grand jury indicted a man Lee Davis his two sons Ronald Lee Davis and James Addison Davis and Ronalds wife Minnie Davis on multiple counts of breaking and entering grand larceny and receiving stolen goods. Virginia Lowella Wright Elliott charged with two counts of bigamy and six counts of breaking and entering and grand larceny. A capias issued for Wright Elliott. Ronald Lee Davis remanded for hospital care following a motion by the Commonwealths Attorney.
Mayor William M. Battaile and the City Council planned a tour of the local airport today and a possible flight over the city to view Rt. 81 construction, subdivisions, and growth. The events follow a luncheon at 1:30 p.m. with a 6:30 p.m. dinner in Front Royal tomorrow.
