Richmond AP State Atty. Gen. Robert Y. Button says 1968 legislation allows a county and all towns within it to consolidate starting June 28. Previously counties could not consolidate with towns, only with cities. The opinion responds to Isle of Wight County official H Woodrow Crook Jr. about consolidating with incorporated towns Smithfield and Windsor.
