In Moscow U S and Soviet officials report a preliminary accord on peaceful nuclear explosions with on-site inspection to be discussed by governments. Talks began in 1974 and key figures Stoessel and Morokhov led delegation meetings through multiple sessions.
Richmond AP Virginia Gov Mills Godwin signed a bill expanding mandatory capital punishment to include more serious crimes during reported incidents and robberies. The move follows earlier assembly debates on determent aims amid waits on veto decisions and metro transit funding talks.
The AP reports a busy slate as Democratic hopefuls including Carter Morris Udall and Henry Jackson campaign in Pennsylvania for the May 27 primary while Hubert Humphrey gains support at the AFL-CIO gathering in Pittsburgh. Ford and Reagan press Texas primary efforts with Ford targeting delegates. A separate Quito quake report notes at least seven deaths and extensive damage in Esmeraldas with tremors felt in Quito.
