Congress declares war on the German Empire. President Wilson signs the measure directing mobilization and all U S ships to be notified of the war status. Government calls for volunteers as a conflict with Germany escalates.
Washington reports the United States entered World War I after President Wilson signed the Flood Martin resolution declaring a state of war with Germany. Congress approved 373 to 50 as Vice President Marshall also signed, with Kitchin leading opposition.
A speaker denounces loyalties and insinuations around a war resolution. He argues moral courage is not shown by urging others to fight while staying out himself. He warns of grave responsibility and says his conscience guides him to stand alone if needed.
Representative Heflin of Alabama criticizes Mr. Kitchin calling his speech humiliating to the Democrats and says he would resign if he spoke that way. Hisses from Democrats claim Kaiser sympathy.
