Washington AP reports the Johnson administration proposes legislation to cut federal farm spending by more than 200 million dollars annually. Retail prices for bread and other foods could rise by 300 million dollars or more each year.
FBI agents arrested Army Sgt. Robert Lee Johnson and James Allen Mintkenbaugh on charges of conspiring with a Russian to obtain and deliver U S defense information. Mintkenbaugh was picked up in California. Johnson at the Pentagon after a two month missing period. Ourjoumov, a Russian conspirator, was named in the complaint and earlier linked to the Russian Embassy in Paris.
The Supreme Court ruled unanimously that defendants in state criminal trials have the Sixth Amendment right to confront witnesses against them. Justice Hugo L. Black stated that this right is fundamental and made binding on the states through the Fourteenth Amendment.
Everett Kline shows several tulips blooming at 320 Virginia Ave signaling spring. Hilltop Orchards and Nurseries Inc of Hartford Michigan sends a membership to support the Apple Blossom Festival, promising goodwill and noting the festival will boost the Shenandoah Valley economy.
Sixty six U S Navy and Air Force planes attacked targets in North Viet Nam with no enemy aircraft sighted. One Air Force plane was downed but the pilot recovered. U S forces hit Vinh Linh radar installations and railway lines while ambush reports spoke of a downed F105 and several trains and vehicles destroyed. Ambassador Taylor signaled a broader U S role while a helicopter crew chief was killed in South Viet Nam.
The White House announced President Johnson may address the general situation in Vietnam. Time and place were not disclosed and press secretary George Reedy said details would come if a speech is scheduled.
Ralph Jackson Benner Jr aged 18 of Stephenson is charged with murder in the death of 17 year old John Robert Garrett of Albin with a $50 000 bond set after a Sunday shooting at a Loudoun Street party in Winchester. Garrett died at Winchester Memorial Hospital and Betty Burkett Boyd 19 was critically wounded. A preliminary hearing is scheduled for Thursday at 2 p.m. in Municipal Court.
Two local businessmen were named to a special committee to preserve and expand Virginia's soil based industries. J. Pinckney Arthur of Frederick County, former Shenandoah Apple Corp. general manager, and Eugene B. Casey of Clarke County were announced by Sen. Harry F. Byrd Jr., chairman of the Virginia Advisory Board on Economic Development. The appointments came as Byrd and Dr. Paul D. Sanders, chairman of the Virginia Commission on the Industry of Agriculture, organized the committee.
A 970 pound satellite with an experimental ion engine heads toward a second test at Vandenberg Air Force Base. The test aims to power up the engine for about one hour using electricity from the SNAP-10A nuclear reactor, marking progress in space and atomic energy programs.
An earthquake in the Peloponnesus center killed at least 20 people and wounded about 200 with final toll possibly higher. Megalopolis villages suffered 90 percent destruction. 2,000 homes were lost and many areas cut off. Premier Papandreou declared emergency zone as relief teams mobilized.
Southwestern Michigan police seek a sole killer after three women and a girl were found murdered near Benton Harbor. Victims Diane Carter 7 and Mrs Olin Boyer 60 both Negroes and Mrs Robert Jones 37 white were found in a pine grove near a fruit orchard. Jones decapitated and Boyer slashed. Carter strangled with a stocking. Authorities say the killings appear sex crime related and multiple leads are being pursued.
Skin divers and Navy experts reached Rowland Cave near Mountain View Arkansas to aid four spelunkers trapped since Saturday. Signals of blinking lights indicated the men may be above water in a room off the main tunnel as rescuers prepared for underwater passes ranging from 200 to 400 yards.
East German forces closed the Berlin autobahn for about 31 percent of the day and MIG fighters breached air corridors into Berlin. West Berlin fears U S convoy confrontation while Russians warned of limited airspace as Allied airlines continued flights to the divided city.
A storm center over the Southern Plains sent moist air into Virginia increasing clouds. scattered showers are possible tonight and Tuesday with periods of light rain in some areas.
