President Kennedy proposes a fiscal 1964 foreign aid budget totaling 4.525 billion, down 420 million from his January request. Arms aid would be 1.405 billion and economic assistance 3.12 billion, with cuts from delaying aid to developing nations and trimming the contingency fund.

Navy units initially backed the uprising but later signals suggested continued rebel activity with radio stations seized and fortifications deployed. the president claimed the revolt was stamped out though tensions lingered as military units reportedly considered action against the navy.

The Senate approved by voice vote a bill to make Sir Winston Churchill an honorary citizen of the United States and sent it to President Kennedy. Gary Leroy Humes, charged in Frederick County with slaying Arlington lumber firm salesman Forrest Walker, may return within days. Commonwealth's attorney Joseph A.
