Designs For Flag And Seal Adopted By Winchester Council
At a special meeting the Winchester Common Council adopted an ordinance approving designs for the city flag and seal. An amendment to defer seal action failed 9-3, and the seal and flag were approved as designed with the motto Fare Fac. The commission favored changing the seal inscription to The City of Winchester Virginia. A large color rendering will be displayed tomorrow at the Northern Virginia Power Company window, with plans for a flag ceremony at City Hall during the Apple Blossom Festival.

Last of 1812 War Widows Dies in Franklin
