Residents press for changes to county spillway design
Payne notes water behind the current spillway sits at about 20 percent of the time. A revised plan would allow water to cover the roadway only once every ten years on average. Residents, including the Paradise Hills Homeowners Association, pushed to reduce culvert size and maintain water retention, and a petition reportedly signed by about 85 percent was not handed to him. He will place the project on hold through summer while a committee reviews possible alterations, aiming to shorten flood frequency from ten to five years.
