Texas prison chief to resign amid probe and reforms
James A. Andy Collins plans to step down February 1 as executive director of the Texas Department of Criminal Justice while reports of a government inquiry into his private business dealings surface. The board questions governance as Collins cites a jail management venture with former officials and ties to Viewpoint Development Corp for juvenile facilities in Louisiana.
