In a special session debate Texas lawmakers failed to pass a new school finance plan due to recapture. The Texas Supreme Court in Edgewood requires statewide wealth consideration. recapture offered limited equity affecting 10 percent of districts and 2.5 percent of total spending, but opposition blocked passage.
Opponents of re capture thwarted a proposed plan leaving the Supreme Court with ongoing jurisdiction and a June 1 deadline to close the gap between wealthy and poor districts. The anti-recapture stance has cost valuable time and jeopardizes a spring election as the Legislature must move quickly to avert court action or state take over public schools.
