County in transition Shift to urban growth hits Hays County
This in depth feature surveys how rural Hays County faces growing pains as cities spill over and a shift from rural to urban governance tests county government. It traces Texas constitutional history from 1876, noting counties as state agents lacking independent authority, and contrasts with cities gaining home rule while counties remain bound to state policy. See Shift, page 3.

Fire district dispute over White Rabbit Subdivision coverage
Fire service friction arises as White Rabbit Subdivision sits within NWFPD since 1983. NWFPD and WFPD plan mutual aid to swap services with no compensation. Residents urge tax funding to WFPD, but resolution awaits intergovernmental talks and potential election reallocation of debts. County and precinct officials note lack of court authority and urge district boards to negotiate.
