Health care delivery shifts as Hays County clinics face private funding
Hays County moves health care services toward private operation funded by a grant for three years. Afterward the Community Action Agency becomes sole contractor for Primary Care Services with the Texas Health Department. Julie Hornburger invited Dr. Clarence Skrovan to explain Medicaid changes shifting welfare clients to managed care with HMOs, effective by August. The changes may spark provider competition and risk narrowing services for lower income clients, while funds for health promotion may not be available. The budget totals about $1 million with 44 percent grant funded and 11 percent program income, the rest county-backed. The department conducts HIV testing, disease control, home visits, women's and infant services, and community initiatives with limited funding.
