Texas leaders seek consensus on school finance reforms
Gov. Ann Richards said no special session while no consensus exists on changing the school finance system struck down by the Texas Supreme Court. Lt. Gov. Bullock and Speaker Lewis backed delay until an understanding is reached, with a June 1993 court deadline looming. Rep. Ron Wilson linked education deficiencies to rising black inmate rates, noting Texas had 1,414 black prisoners per 100,000 black citizens, more than twice 1985 levels, while other groups showed smaller changes. El Paso Rep. Ron Coleman, once aligned with the so-called Gang of Four, tops the list of dubious House bank check bouncers amid shifting leadership.
