Perry backed by EPA nod as Texas studies affirmative action
Gov. George W. Bush said Texas should not duplicate the University of California's decision to discontinue programs aiding minority access to state universities. He vowed to review Texas affirmative action efforts for fairness and inclusivity while citing HUB requirements for 30 percent spend with women and minority owned firms. The Kenedy prison opens adding the Connally Unit as the final piece of a 1.1 billion expansion, bringing Texas to 104 facilities and about 132000 beds.

EPA Finds Perry Strict With Pesticide Laws
The EPA concluded after a three month probe that Rick Perry has not been lax enforcing federal pesticide rules. Labor consumer and environmental groups had urged the EPA to take over enforcement from the Texas Agriculture Department. The agency did urge Perry to improve public communications while maintaining current practices. Separately the State Board of Education hired three private firms to invest 3.5 billion of the 12.2 billion Permanent School Fund this year and more next year.
