A dense column lists printing offers and subscription renewals, notices of meetings, and local business ads. It notes significant events, including a fire loss in Goldsboro, railroad push, Jewish New Year observations, and regional real estate sales plus agricultural prices and local officials changes. It cites Robeson county crime arrests and sheriff notes, rail and railroad developments, and county commissioner actions with staff appointments and clerk bonds.
Letters from the people urge Burron to quell street clashes fueling fear and deter business. They press Northern capital and skilled labor to settle, warning four Northern men attacked by Southern-born assailants. They demand redress through law, not sensational public uprisings.
In Wilmington on September 6 1869 the Board met with Mayor and Aldermen Arnold Rumley Servois Howe Jones and French present. Minutes were dispensed. The Finance Committee ordered liquidation of John Dawson note to A McLean Co with four $100 8 percent funding bonds and $58 cash. Auditing committee vouched treasury books. Supervisors to weekly visit the Poor House and Hospital. Theatre lessee surrendered keys and rental paid. next year to be rented at auction. Alderman Jones to propose a bill regulating sale of produce. Pine Forest Cemetery deed discussion noted.
The board referred the repair plan to a three member committee Aldermen Jones Arnold and Howe. The Wilmington Gas Company tax protest goes to the Corporation Attorney. A Rutherford request for an office is sent to the Marshal to assign. The salary of the City Superintendent is set at sixty dollars monthly. An order directs monthly market reports and enforcement of huckster ordinances. Alderman Jones is named Mayor pro tem after earlier appointments, with Kellogg Lowe Jones voting negatively.
Testimony details a covert Ku Klux Klan cell in Lenoir and Greene counties formed in 1869 as the Constitutional Union Guard. Founders include George W. Tillou and Jesse Kennedy, with oaths to resist rights of radicals and aid distressed members, including jail breakouts and jury manipulation.
