President Wilson spoke to about 3000 farmers at Shadow Lawn New Jersey detailing the Federal Reserve Act and the rural credits system. He urged unity and warned against select mens influence in policy while asserting the administration has greatly aided farmers through tariff logic and direct benefits.
Field Marshal von Mackensen resumes the Dobrudja campaign with a strong advance from Rasova toward the Black Sea port of Constanza. Romanian losses include Kokardja and Tuzlar with 3,000 Russians and hundreds of Romanians captured amid heavy fighting on multiple fronts. Falkenhayne presses in Transylvania while Bucharest admits withdrawals along the Dobrudja center.
John P. White, president of the United Mine Workers of America, urged the Farmers' Union, the American Federation of Labor and Railway unions to defeat Mr. Hughes. He argued that big corporations and labor exploiters expect Hughes to follow the Danbury Hatters' decision on union rights.
Paris reports Greece in turmoil under King Constantine with 42000 royalist troops. Entente powers warn further Allied landings if disorders persist and call for two thirds reduction of the Greek army. Messrs Calanderas and Arevantines to recruit volunteers in the United States for Venizelos army.
William Sharp, about to sail as ambassador to France, asserts at the Boston City Club that the western war front at Hardee is deadlocked. He notes Allied assaults without major gains and says Paris is out of reach for Germany, while accompanying Mrs. Sharp and three children.
Count Karl Stuergkh premier of Austria was shot dead in Berlin by Vienna editor Friedrich Adler. News sparked panicked excitement as extra editions spread the killing and confusion over the assassin’s identity. Stuergkh, 57, long influential in Austria Hungary, rose to education minister and later premier.
A British submarine returning from the North Sea torpedoed a German Kolberg class cruiser. The commander reports the warship was heading home with a heavy list. The Kolberg’s sister ships include Mainz Koeln and Augsburg.
General Funston reported to the War Department that the Fifth New Jersey Infantry is expected to leave the border around October 24. The release follows the Colorado guard being ordered to the border.
The American Federation of Labor released an official circular urging organized labor to hold meetings nationwide to stress the campaign issues and warn of Wall Street influence if Republicans win. Samuel Gompers signs the appeal, highlighting labor stakes in the impending vote and urging workers to vote for labor, justice, and humanity.
London reports General Maig's troops advance on the Somme front from Le Sars to Schwaben redoubt, taking trenches before Stuff redoubt and Regina, with hundreds of prisoners. Paris notes renewed German attacks north and south of the Somme repulsed, French gains countered by Haig’s forces near Albert and Butte de Warlecourt.
Charles E. Hughes rested in Montclair New Jersey planning a quieter period before his final speaking tour. He visited the Hotel Montclair then resumed campaign events with stops in Queens the Bronx Harlem and Brooklyn academy of music ahead. The schedule continues through November with dates in Utica Geneva Rochester Schenectady Albany Troy Hudson Kingston Newburgh Poughkeepsie Yonkers and a Madison Square Garden finale on November 4.
Noted French commander General Jean Baptiste Marchand, famed for Fashoda and the 1898 action, sustained a slight wound at the front. He had previously been wounded in September 1915 during the Champaign offensive and earned the Legion of Honor. A prior erroneous death report emerged last May.

New England and the mountain coast states favor Hughes, with Ohio showing a Wilson edge. Harman predicts a substantial upstate plurality for Wilson and Seasbury a large city plurality for Wilson.
State Food Commissioner John J. Dillon urged the creation of one or more publicly owned pasteurization plants to combat the milk trust. He proposed supplying farmers direct to retailers at a maximum eight cents a quart and cited infant mortality data used by Deputy Attorney General Lewis to argue pasteurization is beneficial.
