New York March 16 in Associated Press report says both sides in the railroad strike crisis hold separate talks awaiting a cabinet action. Union leaders and managers foresee presidential moves to avert paralysis of transport as embargos on freight rise and a joint meeting remains unsettled.
Washington March 16. The Council of National Defense discussed a possible government response to a threatened nationwide railroad strike. Officials floated receivership and government operation of roads if needed, but details remain undisclosed. Talks followed a cabinet meeting with no final decision.
British forces under General Maude report Turks retreating north of Bagdad on the west bank of the Tigris while fighting persists to the northeast toward the Persian border. British occupation of Bakubah on the Diala river is noted as Turkish resistance appears.

Washington reports the treaty with Colombia to pay 25 million dollars for the partition of Panama was withdrawn from the Senate on motion by Chairman Stone of the foreign relations committee. The action signals new diplomatic negotiations for a more acceptable pact ahead of the April 16 special session.
London report says an old type British torpedo destroyer struck a mine in the English Channel yesterday and sank. All officers were saved, one man killed, 28 sailors missing presumed drowned.

London reports a hostile airplane dropped bombs at West Gate near Margate at 5 30 with no casualties and minor material damage. Earlier on March 1 a German plane hit Broadstairs injuring one woman while hydroairplanes attacked merchant ships and rail lines.
The Ohio river rose above flood stage early today and continued climbing at about 0.1 foot per hour. Government gauge above the falls marked 29 feet, one foot over flood level.
Ottaway March 16. The government has word that the Canadian council of agriculture meeting at Regina has decided the entire Canadian wheat crop shall be taken for the British government.
Deputy Hoffmann of the Socialists denounced the submarine campaign as inhuman and ridiculed Germany’s December peace offer. After being silenced thrice, he left the chamber and accused German military despotism of causing needless bloodshed. He called for clear peace terms, condemning blank offers and urging humane conduct.
London reports that Nicholas II abdicates and Grand Duke Michael is named regent though not yet implemented. Grand Duke Nicholas may assume command, with the Duma and Zemstvo councils collaborating to stabilize the empire. A general amnesty move is being prepared by the new justice minister, praised by Grand Duke Nicholas as essential to save the empire and end the war.
The conservatives are replaced by a liberal cabinet in Petrograd. M Kerenski becomes Justice Minister, a Socialist, with promises of absolute freedom of speech and press and full political amnesty. The cabinet is drawn from current and former Duma members. Continued on Page Eight.
