Reports from Europe say a Bolshevik power struggle deepens in Russia as Leon Trotzky resigns as foreign minister and other leaders fall in a series of political upheavals. Dispatches claim a planned anti Bolshevik guard forms, with factions seeking a republic and a break from German Brest Litovsk terms.
Washington reports the Army Ordnance Bureau asked Congress for an urgent deficiency appropriation of 400 million dollars to manufacture ordnance focusing on heavy guns. Senate leaders prefer delay and route the measure through the usual House process, aiming to start contracts promptly while final spending is delayed.

The Administration's war finance corporation bill has been rewritten and favorably reported by the House Ways and Means committee. The new version, agreed with the Senate, cuts the maximum bonds the corporation may issue from four billion to two billion.
United States Circuit Court of Appeals quashed Judge Landis issued search warrant for examination of Henry Veeder letter files in Swift and Company counsel office. The ruling said the decision was without bar to further proceedings.
London reports two dawn raids by Portuguese troops near Neuve Chapelle and by West Kent units south of Fleurbaix. In both actions enemies were driven off and prisoners taken, with a large number captured in the second raid.

The War Department issued the first expurgated casualty list. It names First Lieutenant Louis J. J. Jordan as killed in action and First Lieutenant John H. Greene as slightly wounded. 36 privates are listed without home addresses or next of kin. The tally includes two killed in action, eight dead from disease, five severely wounded, 19 lightly wounded, and two killed in an accident, one in an airplane crash.
Richmond March 9 The regular session ends at midnight with the $19 million two year appropriation still pending. Governor Davis may call an extra session in about 10 days if the body remains here. He will not sign the bill before a week’s review. Unresolved measures include enhanced enforcement funds for statewide prohibition and the Strobe bill to allow women into certain University of Virginia graduate courses.
