The draft to assign the first war-liability group wrapped up after a 16 hour 22 minute run. Officials will tabulate figures for local boards and begin notifying registrants for examinations and possible exemptions in the coming days.
The list provides the remainder of the South region serial numbers drawn yesterday afternoon and last night after press time. Individuals can use their serial numbers to determine the order in which to report for service if required, covering a wide range of five to four digit figures and including numerous entries such as 2489 5718 4540 3362 2794 and 2790 among many others.
Deputy U S marshals head to Atlanta and Jefferson City to return Emma Goldman and Alexander Berkman for bail under a writ of error granted by Justice Brandeis. Anarchists plan to welcome them on arrival, within police and federal guard limits.

New York July 21 Sixteen million passenger miles have been eliminated by railroads nationwide to free transport capacity for war purposes Fairfax Harrison chairman of the railroad war board said today the move frees manpower for other uses and will save about 1 120 000 tons of coal annually
Twelve members of the Women’s Party resumed silent picketing at the White House gates in Washington on July 21. It was the first time since the Russian mission protest that banners could be paraded unmolested. Police were reportedly instructed to ignore the pickets so long as banners do not insult the President or appear treasonable.
London dispatch reports Prime Minister Lloyd George stating Germany’s Reichstag plan and autocratic rule could stabilise only with victory and would threaten Europe with renewed bloodshed. He cites Michaelis remarks and warns Britain will not seek peace while autocracy dominates. He notes food supplies for 1917-18 and cultivation plans for 1918-19.
