Advance on Russia continues with German forces pushing from the Gulf of Finland toward Reval and Dvinsk. Reports indicate occupation of Hapsal Verder and near Pskof with Molodechno captured. Allied efforts focus on delaying the eastern front while awaiting Bolshevik surrender notes.
The investigation by Premier and charged with treason continues in Paris with examination of witnesses by Captain Kiuchardon. Among those testifying is Bertelli a newspaper correspondent, as the treason case against Charles Humbert moves forward.
The rivers and harbors bill reports allocations for Cape Fear river maintenance above and below Wilmington totaling 42 000. Additional North Carolina waterways funding includes inland waterway Norfolk to Beaufort 500 000 and smaller river and harbor maintenance amounts across Pamlico Tar Neuse Contentnea Beaufort Core Sound Swanboro Morehead City Harbor.
About a hundred American soldiers, mainly survivors of the steamship Tuscania, visited Southampton for a theatrical event with Mayor Peace and American Consul Swarm in attendance. They arrived by special trains, marched with a band, and were greeted by cheering crowds as flags lined the streets. Mayor Peace praised Lincoln era freedoms and America’s wartime aims.
Harbin reports German goods reappear east of Irkutsk with German merchants active in Harbin. Bolsheviks arm German prisoners to guard the Siberian railway and aid traffic. Austro-German prisoners work in gold mines at Krasnoyarsk as Germans seize power stations and depots and push shipments to Germany.
Washington reports a new agreement between Director General McAdoo and A O Wharton of the AFL Railway Employees Department to lengthen hours, promote apprentices and helpers, and maintain open shop conditions. The plan affects over 300000 workers, with longer weeks in many shops and 4 pm Fridays in some. Promotions for apprentices and helpers to mechanics are allowed with wage parity and capped promoter ratios, lasting only through the war.
Washington February 21 The railroad administration announced fast passenger train competition between New York and Chicago Chicago and St Louis Washington and Southern terminals will be eliminated. Lines will be chosen to emphasize freight and select fast trains will be moved to other routes with aim to save millions without harming travelers.
London reports a successful raid conducted by New Zealand troops east of Polygon Wood in Flanders. The operation yielded a small number of prisoners while enemy artillery engaged positions at Klesauieras the previous evening.
Soldiers and Workmen delegates voted to accept Germanys peace terms by a margin of one vote after a heated Monday night meeting. The capture of Dvinsk and German advance influenced the decision as Bolshevik leaders debated the best course amid secrecy and conflicting press reports.
Columbia S C Feb 21 Dr BE C Cronk secretary of the Laymens Missionary Movement of the United Lutheran Synod of the South says the Salisbury North Carolina April meeting has been called off because of congested railroad travel conditions.
Berlin reports Russian town of Rovno cleared, with trains of about 1000 cars seized along with aircraft and vast war materiel. German forces push from Dvinsk to Pinsk, take key railway junctions, and advance past Wenden toward Wolmar near Riga. War office lists 1353 guns and 4000 to 5000 motor cars captured.
Washington February 21 Wilmington business leaders return from three days in the capital pleased with progress on port and city boasting. They secured War Department consent to extend the Wilmington Brunswick and Southport railroad to Fort Caswell and pressed for a large concentration camp and an enlarged army post. They met General Littell and others, with assurances the railroad extension will begin and finish within 90 days. Chairmen Hurley and Shipping Board officials indicated Wilmington could win shipyard contracts if skilled workers are mobilized locally and the board is satisfied with capacity. The delegation included Congressman Godwin and Senators Simmons and Overman.
Washington report says housewives may use wheat flour substitutes in any manner. Grocers must sell one pound of substitute cereals per pound of wheat flour. The Food Administration urges baking a Victory bread with 20 percent or more substitutes.
Italian shipping losses during the week ending February 20 included two steamships over 1,500 tons and one sailing vessel over 1,500 tons. Arrivals at Italian ports totaled 366 merchant ships of all nationalities and departures were 330.
Germans gain air leverage over the American sector in France as observers report frequent overflights. American pilots are scarce and distant from the front lines while German crews fly at safe altitudes and conduct reconnaissance and bombing runs. Soldiers worry that increasing enemy air activity threatens safety and prompt requests for more American aircraft.
New York February twenty one reports a federal grand jury indictment against eleven individuals including a quartermaster clerk for alleged nationwide profiteering in army cloth. Court papers claim inflated cloth cuts and concealed losses could total millions, with Janowsky blamed for concealing receipts.
London February 21 600 Americans living in the United Kingdom are subject to the draft under the Anglo American treaty the American consul general Robert P Skinner announced there are about 12000 citizens of both sexes and all ages currently residing in the United Kingdom
London February 21 British forces made another advance of 3.12 miles on a seven and three quarters mile front and are now within four miles of Jericho. The war office says operations in Palestine continue with very slight British losses reported Tuesday. Yesterday's losses are not yet released. The advance extended northwest of Jerusalem to a maximum depth of one mile on a four mile front.
Washington February 21 W H Morgan chief of the secret service warned of a poorly executed counterfeit of the 1899 series five dollar silver certificate. The note omits the check letter and bears decipherable signatures of the register and treasurer, making detection easy.
In Chicago Elihu Root, honorary president of the National Security League, tells the Congress of National Service that public focus must stay on total war and that there are no negotiations or basis for peace terms. The three day session opens with delegates from multiple states.
