Amid mixed accounts a quiet defense effort in California drew attention as no guns were employed. Washington anticipates a rapid breakthrough while Consul Frost notes incidents at sea and related dramatic scenes in New York and London.
The congressional leak inquiry continued with Ruth Visconti identifying a child as her informant who relayed information on the peace note to Thomas W. Lawson. Price testified he had no conversations with Tumulty about the note and warned brokers he was only sharing opinions.
Copenhagen reports Berlin demands guarantees that Count von Bernstorff and German ship crews may leave the United States before allowing Ambassador Gerard and other Americans in Germany to depart. Washington says the detention of Gerard and Yarrowdale crews stems from a misunderstanding and should be cleared up soon.

Paris report says a German patrol was captured last night by the French near Bonzee in the Verdun sector. Patrol encounters occurred in other areas of the front during the night.
Washington reports that the Netherlands through its legation at The Hague has refused to break diplomatic relations with Germany as President Wilson suggested. Dispatches also reveal protests against unrestricted warfare and talks with Britain to trim mine fields to create a clear shipping lane.

Delegates from twenty eight states meet in Philadelphia to back President Wilson severing diplomatic ties with Germany and pledge readiness to form German American regiments and donate Red Cross funds if war comes. Dr Charles Hexamer leads session stating resolve to support America with lives and means.
New York report tallies sixty ships sunk and 119043 tons lost since February 1 blockade began. Among 33 British, five Entente, one American vessel Housatonic, off Scilly Islands February 3, plus vessels from Norway Spain Greece Dutch Belgium Russia Denmark Sweden Italy Peru and others. Largest sinkings include the California 8662 tons and numerous crewed craft.
Greensboro North Carolina February 3 Judge Robert M Douglas son of Stephen A Douglas died here today aged 68 He was a jurist in the state capital and the death leaves a legacy in local jurisprudence
London reports an American Negro fireman, George Washington, was killed aboard the Turino. One survivor, Colvin Bay of Fillmore Utah, is among three firemen killed. Washington’s wife is believed to be in Liverpool and the embassy is seeking her.
Washington February 8 President Wilson was in the executive offices when the report of an American loss in theTurino incident was conveyed to him He ordered immediate gathering of all facts and prompt reporting.
Lloyds reports from Washington on February 8 show German submarines maintaining the planned destruction level. The third day adds 27 985 tons, with prior days totaling 56 600 tons, aiming toward 1 000 000 tons monthly. German experts say such averages could isolate Britain, but Britain will try to keep sea lanes open as the campaign continues.
Paris Feb 8 Havas agency reports six crewmen of the British ship Dauntless were picked up after torpedoing by a German submarine Two crew members were killed and the captain seriously wounded in the attack
Senator Overman writes Col. Walker Taylor congratulating him on higher Wilmington port business and customs receipts. Taylor replies that pre-term six month year receipts were 18,000 dollars, rising to 679,265 in the last six months of 1916, with collection cost about 0.86 cents per dollar, a top national record per Raleigh News and Observer.
American Ambassador Henry P. Fletcher met with President Wilson in Washington on February 8 before departing for Mexico to assume his post.
In the suburb of Nictheroy on the bay five miles east of Rio Janeiro a wireless telegraph station was unearthed today. It was established to communicate with German ships detained in the harbor.
Paris reports spirited fighting on the Verdun front with artillery and grenades near Hill 304 and Avocourt wood. A German patrol was captured near Bonzee. Patrol encounters also occurred in Metzeral Aspach and Seppois in Alsace. Night remained calm elsewhere. Allied airmen dropped bombs on Lahr and Mariakeke aviation grounds.
Columbia Feb 8 The Richey air tight prohibition bill passed the House and was ordered sent to the Senate. It prohibits importation or storage of any intoxicants in the state except for scientific sacramental or medical uses. The measure was recommitted after a second reading amid belief it had been killed this session.
France has formally granted safe passage through the allied blockade for Count von Bernstorff and his entourage. Britain is expected to grant a similar action as negotiations continue.
