Central Powers reportedly accept Russia's peace terms while the United States maintains its stance. Director General Kadoo assumes charge after Friday noon, and American policy has not shifted.
Secretary McAdoo moves to assume operation of all continental U S railroads with the director general title, pledging government guarantee of net income and high oversight while preserving existing laws and the Interstate Commerce Commission.
The Senate Military committee examined Quartermaster General Sharpe regarding winter overcoat shortages. Sharpe said deliveries were delayed by cloth shortages and factory strikes, while changes in cloth specs and moves to France also argued delays.
