Paris December 23 reports say President Wilson and Secretary Lansing will dominate today’s news as Allied replies to the German peace proposal near completion. London cites New Zealand premier Massey urging continued war until German power is broken and borders are restored.
Count Czernin von Chodenitz succeeds Baron as Austro Hungarian foreign minister. He previously served as minister to Rou-Walia before that country joined the war.
From hvivton December 23 the latest German report says ordinary mails to the United States will soon be delivered regularly by a commercial submarine. Evils to other neutral countries will be delivered by similar undersea vessels.
Only two deeds were filed this morning. John B. Farrow transferred a four acre tract on Mason Sound to G. W. Necers for $10 and other considerations. Uni Sternberger transferred a lot on Ninth Street between Senning and Nixon Streets to Andrew Kay for $25 and other considerations.
The Wilmington Dispatch will not provide Christmas carols this year due to management policy. Subscribers are not asked to contribute, though carrier boys may receive voluntary gifts from friends. the paper praises the carrier staff and notes no objection to gifts given directly to them.
Paris says France must fund postwar debt through productive labor and industrial recovery. M. Raoul Peret argues for reciprocal trade with the United States, urging a tariff reform to facilitate closer Franco American commerce and warn that deficits could reach about 100 billion francs, funded by broad citizen contributions.

An unconfirmed rumor from El Paso says Tor reon was captured by Francisco Villa's forces. Fighting began early yesterday and continued until 1 PM as the city capitulated.
A New York special committee carries to President Wilson a letter from Bertram Russell urging an end to the European war. Russell argues a timely act could save European civilization and surpass Lincoln in service to mankind.
The Federal Arbitration Board grants an eight hour workday and overtime time for switchmen with a five cent per hour increase for foremen and helpers. Railroads say the award does not interpret the Adamson law as an "QO IX."
A Rotterdam dispatch to the Exchange Telegraph reports Dresden faced food riots December 17 to 19. Troops were called out as shops closed due to stock shortages. Women stoned shops and marched past the King's palace calling for food with no police interference.
The contest resumes with three week period through January 13. For every $15 in subscriptions a candidate earns 140,000 extra votes. First period funds roll over if not enough for a full $15 club. Winners include automobiles, building lot, $100 gold, $75 Victrola. Diamond Ring goes to top money raiser.
The first period closes with big activity and record votes. Contestants and supporters filled headquarters from morning to night while outsiders sent subscriptions and votes by mail for the Diamond Ring and other prizes.
In Washington on Christmas Day a memorial service will be held in Statuary Hall for Inez Milholland Boissevain, the suffrage leader killed in California. The Congressional Union won permission from Speaker Champ Clark to use the hall, a historic first for a woman not connected to the government. A New York memorial may follow locally, with music and a premier suffrage speaker as the main event.
Moderate temperatures give way to decidedly cold weather by midweek in the Southeastern States. Unsettled conditions continue into Thursday or Friday with more rain or snow likely.
Boston set to unveil possibly the nation first Christmas tree for dumb animals in Post Office Square. The Massachusetts Society for the Prevention of Cruelty to Animals sponsors the event to teach drivers to treat their horses kindly. The tree will be laden with apples carrots and other treats and join many city trees to cheer children on Christmas morning.
Mrs Marie Hewett aged 82 died last night at James Walker Hospital after a general breakdown from old age. Survived by son R. R. Hewett of No 4 Delgado and brother Henry Hewett of Charlotte. Funeral tomorrow at 9:30 from Delgado residence. interment in Delgado Cemetery.

Raleigh December 23 The Supreme Court dismissed James J Britt's bid to overturn Buncombe County Board of Canvassers findings in the late congressional contest. The court held Judge Shaw lacked authority to issue the mandamus and that the case does not address title to office or certification. The decision hinges on unmarked ballots and amended returns not assembled with election officials.
Field Headquarters in Mexico reports a vast Christmas effort for the punitive expedition. Gifts from Red Cross chapters and individuals fill six large tents like department stores, including 41,000 cigars, 11,000 pounds of candy, 300 pounds of tobacco, 6,000 comfort bags, 2,000 Christmas packages, home made jelly barrels, and two complete sets of baseball equipment.
Chicago officials and groups organize church services dinners and entertainment to aid the needy this Christmas. Hospitals asylums prisons and homes for orphans join in with free meals and celebrations. The Chicago Lodge of Elks No 4 will provide Christmas dinners to 10 000 poor and baskets to 2 000 families.
Washington December 23 trains carried hundreds of congressmen and public officials home for Christmas. Both houses and the supreme court adjourned for recess, with government activity resuming after New Year’s. The exodus this year is mainly among lawmakers and officials from nearby states.
Washington December 13 The Census Office report on cotton used by U S mills in November and the four months to November 30 shows Southern mills increasing their share. November consumption in the South rose 16.66 percent to 333 033 bales while all other states totaled 351 049 bales, up 9.49 percent. Over four months Southern mills consumed 1 275 964 bales, up 19.05 percent, versus 951 411 bales for other states, up 5.97 percent, with Southern mills leading by 324 553 bales or 34.11 percent.
